Job Title: Technical Refresh Analyst 
Clearance Required: Secret 
Location(s): Aberdeen Proving Ground (APG) (Onsite) 
Education: BA/BS degree 
Experience: Minimum of 5 years of relevant experience 
Certifications: Must be DoD 8750 and 8140 compliant 


Position Overview: 
Under general direction, the Technical Refresh Analyst is responsible for reviewing, developing, modifying, and testing procedures and systems requirements to support the management of property book requirements in alignment with DoD Enterprise infrastructure and IT project goals. This includes conducting audits, training users, negotiating service contracts, and leading process improvement initiatives. 

Key Responsibilities: 
  • Evaluate current IT hardware and identify systems requiring upgrades. 
  • Plan and execute end-user hardware refreshes with minimal disruption to operations. 
  • Collaborate with IT teams and vendors to ensure timely procurement and deployment of new systems. 
  • Conduct internal audits and review corrective action plans for compliance and efficiency. 
  • Train internal and external stakeholders on new technologies, procedures, and software applications. 
  • Negotiate and manage supplier agreements and service contracts. 
  • Maintain documentation of system changes and refresh activities. 
  • Lead and participate in process improvement initiatives. 
  • Coordinate workflow and material movement to meet program and customer delivery requirements. 
  • Ensure alignment with capital procurement processes and IT governance standards. 

Technical Skills and Knowledge: 
  • Strong understanding of DoD infrastructure and infostructure IT requirements. 
  • Familiarity with capital procurement and lifecycle management for IT assets. 
  • Knowledge of audit compliance and corrective action processes. 
  • Experience coordinating large-scale IT refresh or rollout projects. 
  • Proficient in documenting system configurations and transitions. 
  • Effective communication skills to train and support end users.
